Bond 2026 Update

Victoria ISD continues to move forward with Bond 2026 projects following the successful passage of the $240 million bond election, approved by voters on May 2, 2026.

The voter-approved bond package includes 11 projects across 18 district facilities and impacts every student in Victoria ISD through facility improvements, safety enhancements, campus modernization, and infrastructure upgrades districtwide.

During the Thursday, May 21, 2026, regular monthly board meeting, the Victoria ISD Board of Trustees approved a Resolution Declaring Official Intent to Reimburse Certain Expenditures Related to District Capital Improvement Projects.

The approval of the resolution allows Victoria ISD to begin work on eligible Bond 2026 projects before the issuance of the district’s first series of bond sales, which is anticipated to occur in late August 2026. The resolution establishes the district’s official intent to reimburse itself for qualifying expenditures incurred before the issuance of tax-exempt obligations associated with the bond program.

“This action allows the district to begin addressing priority facility needs while maintaining the appropriate financial process associated with Bond 2026,” said Superintendent Sheila Collazo. “We are committed to moving forward thoughtfully and efficiently as we begin the implementation phase of these voter-approved projects.”

District leadership has identified several initial projects that can begin under the oversight of the district’s Chief Bond Manager and Maintenance Department. These projects do not require architectural or engineering design services and allow the district to begin addressing facility needs while larger bond planning and design processes continue.

Projects currently being considered for early implementation include:

  • Roof testing, repairs, and warranty work at the 2010 Buildings: Torres and Schorlemmer Elementary Schools, Cade Middle School, and Victoria East and West High Schools

  • Additional traffic entrance/exits at Rowland Elementary, Victoria East, and West High Schools

Victoria ISD is currently preparing Requests for Qualifications (RFQs) for professional services in accordance with state requirements and district procedures for all other projects. The Board of Trustees is scheduled to select architectural services firm(s) for Bond 2026 projects at its regular monthly meeting on July 16. Additional Bond 2026 planning, design, and project timelines will continue to be presented to the Board of Trustees in the coming months as the district moves into the next phase of implementation. 

Victoria ISD will also begin accepting applications for the Bond 2026 Bond Oversight Committee (BOC) on Tuesday, June 2, 2026. Applications and additional information are available at visd.net/bond2026.

The BOC will help promote transparency and accountability throughout the implementation of Bond 2026 by reviewing project updates, timelines, budgets, and progress reports. The committee will include representatives from various stakeholder groups, including parents, community members, business leaders, and district staff.

Applications will be accepted through Thursday, July 2, at 5 p.m. Members of the Bond Oversight Committee are scheduled to be appointed by the Board of Trustees during its regular monthly meeting on July 16, 2026.

Victoria ISD will continue providing Bond 2026 updates, project information, and timelines to the community throughout the process.
